Public School Health Insurance Issues
Several issues, it was suggested that maintenance efforts, in light of the wording of the March 29, 2002 from a Texas educational institutions. The letter contains the statement, "Texas Insurance Act (Parliament) art. 3.50-9 banned in school districts and other entities, and reduced contributions from the school employees public school health insurance issues, from the level of 2000-01, in addition to decreases in employment" , and in other parts of the letter, he explained that a certain degree of flexibility for school districts, read in isolation, the statement quoted above is misleading.
School districts and other entities must be maintained to spend the same amount of money spent in the area as the 2000-2001 year for health insurance, adjusted for changes in employment, the three categories of expense. These three are: health insurance, or higher interest surcharge, or a higher compensation than the 2000-01 level. At the same time, regional and other entities must comply with the minimum level of the efforts of 1,800 US dollars per person per year or participated in the cover employees. These areas and other entities and maintenance work, the total dollar amount to less than the minimum level, public school health insurance issues do not have flexibility to reduce the medical insurance contribution, and may truly enjoy at least the efforts of UNTAG. These excess maintenance work may choose to reduce contributions to health insurance, not less than the minimum level, the need to use excessive number of additional benefits other than health insurance or a higher compensation than the 2000-01 level .
Appendix A provides a vivid example of the relationship between the various sources of financing and consumer demand. Appendix B contains several detailed examples, may also be useful.
Remember, and regional and other entities, must comply with the minimum effort and the efforts of maintenance expenditure needs, they must also pay an additional part of the funding for 900 yuan, or per person per year to participate in the Employees covered. The minimum employer contribution to public school health insurance issues is covered 2,700 US dollars per person per year or participation in an employee. The school districts are not participating in the TRS activecare, summing up the total employer contributions toward health insurance must equal at least 2,700 US dollars per covered employee or participation.
State aid use templates can be seen from the website of tea, the district can be calculated similar amounts to these issues including the June 4 report on the formula for the proceeds. In addition, because the information about adding employees to participate in health care, it can be predicted that the additional funds, the Agency is unable to provide in the present time.
Line 8 health insurance tables templates, or on the 4th of June 4 in print, and on the 9th of health insurance tables or on the 5th line of June 4 print it. Gain a sound formula for the application of the above results show that the Section on the 11th line.
TAB health insurance template, but also provides related maintenance work in the region (17 lines), the efforts of the least (18 lines). The data area can supply, the minimum amount of effort, UNTAG, can be calculated and displayed on-line 19. As stated in the section above, the gain is more than the formula used to fund part of restructuring efforts public school health insurance issues minimum assistance (20 lines), as well as net UNTAG to cover shown on line 21.
Finally a project, showing that the health insurance is a calculation tables safeguard the hard-earned surplus. As in the first part of this communication, the district surplus maintenance efforts must be able to demonstrate that the use of such excess of the authorized purposes of additional medical insurance, surcharges or higher employee benefits, or compensation higher than the 2000-01 level.
Please note that these estimates public school health insurance issues will change for the components, the impact of changes in the school finance system, and as medical insurance and the involvement of the Regional Employment changes. Health insurance labels, but not any of more than 1,000 US dollars per employee benefit amount.
